Incident report published below.
The root cause of this incident was the replacement of the node, where job conversion failed the day before. During the deployment a number of other service on other nodes where also updated, but the new Partner Service (group management) took longer (40 minutes) than expected to deploy, and to overcome this the Partner Service was scaled up to three instances.
